It seems like Arum is trying to prevent this fight from happening. I wouldn't be surprised if he's the one convincing Pac to not accept the blood tests. Think of how fast the Pac vs. Clottey fight was announced after the Mayweather fight fell through.
I am pretty sure Arum wants Pac vs. Margarito. He'll prevent the fight everyone wants to see and reward a cheater so he can make a few extra million. What a scumbag.

Mayweather's Pro boxing career, he has NEVER come in over
weight. Technically, Pac putting a 10MIL over the 147LB limit
is BULL**** because there is no history of Floyd coming in
overweight in a WELTER WEIGHT FIGHT..... Which is 147.
So, the stipulation in the contract was not legit, considering
Pac fought Clottey who is physically bigger than Mayweather.
Can you explain why Pac would put a 10MIL penalty on Floyd
and fight Clottey at 147?
