He didn't say it before the Marquez fight. Both he and Sr made it clear that they wanted a 12 round decision. Aside from the Baldomir fight and maybe the Oscar fight (although I'd disagree here, partially because it was at 154 with HW reyes gloves), when did he fail to deliver? He KO'ed Hatton and Gatti, was about to drop Judah before the lowblow and KO'ed Mitchell (those were all fights where he claimed he'd dominate).

Don't get me wrong, Shane's not going down but your post is pretty false. He only really failed miserably in the Baldomir fight. Baldy is not a huge puncher so there was no reason to fight so cautiously.
