People throw that "P4P" term around too loosely. Mosley and Floyd simply are two of the top fighters in the world who happen to be in the Welterweight Division.

I'm guessing he just means boxers that are recognised by both sets of top ten ratings? So they have not one rank but two at stake when they fight.
