Fernando Guerrero, although he hasn't faced the opposition Juanma/ Pacquiao has.
Just that Guerrero is VERY consistent with his right hook.

Williams' hook isn't a powerful one, but if efficiency counts here, he does better work with his hook than most lefties do.

juanma's the obvious choice.
devon alexander got a sharp, short right hook and his right hand is his power hand.
+1 on the guerrero mention.
also, dont sleep on the ortiz right hook.
