No doubt Pacquaio, but Pacquaio wont take the tests, simple and plain, no fight. Better question is why would a man turn down 40 million over a simple drug test, guilty.

Pretty much, more people are talking about Pacquiao possibly being on steroids more than anything else right now. and if this fight between him and mayweather does not happen better believe more people will question pacquiao than Mayweather because boxing is moving more towards mayweather position on drug testing then pacquiaos.

NY is all ready random drug testing after this summer. and better believe more states will follow suite in 2011. by 2014 mostly all state will be random drug testing... and when we look back 5 years from now when and boxing has implemented the drug test that pacquiao does not want to take, then it is going to look even worst because it is going to look like pacquiao was fighting what we consider normal today...

Which will really place question marks by Pacquiaos legacy.
