1- Toney - smoothest transitions, seemed as if every time he made an opponent miss, he would come back with something soft or hard.
2- Mayweather
3- Whitaker
If you put it backwards it ranks them by best defense. I'll explain why later.
In terms of pure counterpunching id have to go with Toney, If you watch him when he was really on point in his prime he was a master at leaning over and coming back with the right hand. Sometimes he would double and triple it up aswell. The fight with Barkley shows this.
Pernell wasnt really like as much of a counter puncher as Toney or Floyd, He could do it but he relied more on his excellent defence and jab to win his fights.
Counter punching goes like this
1. Toney
2. Floyd
3. Pernell
But defence is the exact opposite with Pernell #1 followed by Floyd. Although they all had/have an excellent defence.
