Because team Pac doesn't want Mayweather, and unfortunately, due to the blind, deaf, and dumb of the boxing world Manny will get a pass. If Mayweather opts to fight anyone other than Pac, everyone will be up in arms. Pac could fight a paralyzed kid stricken to a wheel chair and most of these fools would jizz in their pants over it.
You ever notice how Team Floyd NEVER mentions any other opponents except Pac?

Because Floyd himself has billed himself as the cash cow of boxing and the persona of "if it makes dollars it makes sense". And has already taken harsh criticism of "choosing" opponents. He has also said the reason he came out of his retirement was for "legacy"
He cannot fight anyone but Pacquiao after Mosley. Nobody, and i mean nobody in the 140-154 range but Pacquiao brings anything to the table money or legacywise for floyd.
We dont even know if Bradley is definitively better than Alexander or Malignaggi let alone in the same elite class as Pac or May. He fights anyone from 140 and he takes huge criticism for fighting another smaller man at welterweight.
He could fight Berto since he likes that green belt so much but it effectively kills his "money" mayweather persona since he would be purposely fighting a fighter that has never been on a ppv undercard let alone ppv headliner over a huge money fight.
Fighting any belt holder at 154 wouldnt do anything for Floyd's legacy because he's already gotten a belt from that division and it comes with the same criticism as fighting berto at 147.
