Last credible fighter Pacquiao fought realistically was Marquez & before that Barrera in 2003 if we're going in terms of a boxers peak when he fought them.

You have to realise though Boxing is more of a business now then an actual sport, Bob Arum knows a good fighter has a chance to beat Pacquiao, which could cause his stock to decrease dramatically, so Bob Arum is thinking why not keep giving Pacquiao scraps so he can milk the cow with the money.
