Exactly. If Pacquiao was doping, he would of never agreed to a test period, let alone within three weeks or so of the fight and right after. Also, it's ironic that every other boxer in the world would fight Pacquiao with no Olympic style testing. There is only one that is too shook.

Olympic drug testers don't take blood from the athletes 30 days prior to the Olympics because of athletes refusal due to feeling weak. They take random tests up to the 30 days, and right after. 24 or 21, it still exceeds the Olympics own policy, and PEDs cannot disappear (the ones they can even detect that is) within 14 days. They stay for up to three months and no less than 45 days, hence the Olympic policy, nice try though. (The ones that don't have masking agents which will hide them anyways, which unfortunately 80% do)
