Is this guy Lemieux as good as his record says?

He has talent for sure, and he's really powerful, but hasn't fought any big name yet. I've seen him fight many times. He is the super-middleweight canadian champion now. He used to fight in lower weight divisions, I have no idea as to why he jumped to 168. He's not even 6 feet tall...
