Here is a quick thought:
How about we are living in the PED era where even athletes that are using PEDs beat tests and athletes that are clean may feel the need to make sure others are clean as well so they demand the best, up to date, testing in place to at least have something in place to give the best chance to catch a cheater if not out-right deter someone from cheating.

And you get to keep their blood for 5+ years just in case something comes up down the road where you can retest for that specific drug...so that you can sue them later.

Were in 2006 and Pacquiao is weighing in on FIGHT NIGHT at 144lbs. Against Clottey, Pacquiao weighed in on the scales at 145lbs, probably gaining up to 149lbs on fight night because he could barely make the 147lbs limit. Ok let's review incase I lost you. From 2006 to 2010 Pacquiao has had about a 4-5lbs weight difference on fight night. Yup...it's roids alright. I didn't post every fight inbetween because if you look, it's all been the same. Pac has weighed on FIGHT NIGHT between 142-149lbs for 4 years now. Think people.
