Mosley has has admitted to using steroids in his past before the DLH fight.
Mosley was willing to take random blood testing before the fight, Pac was not.

mosley was using the BALCO stuff, it's pretty obvious though he's not any more. the roids weren't good to shane, he was muscle bound, too bulked up

Mosley didn't turn down the Judah fight. He and GBP turned down the testing, but the fight was still going to happen regardless until that genius Judah decided to put his fist through a glass door and injured his hand.

It's about negotiating leverage. Mayweather has a lot of leverage. Judah does not.
