b. A personal or institutionalized system grounded in such belief and worship.

Atheists dont worship any form of God. There isnt an institution.

Becuase the majority of the world believes in some type of god, non-believers are labelled atheists. But its not a belief. Its a lack of a belief. Its not close to being a religion.
