Pacquiao because of Floyd's criticism for not fighting the best fighters. However, beating either one, someone is always going to say that the win isn't impressive for one reason or another. Beating either one is a huge accomplishment though.

Since most consider Pac a higher ATG and Floyd a fraud, I don't know how a win over Floyd is better than a win over Manny. After all, a win over an over rated bum like May is as meaningful as he is. Manny has the better resume and is higher P4P, so beating him is certainly a better victory than beating Floyd.
