        2003 I believe. Reason being is that Ring doesn't respect (atleast back then) any divisions 122 and below. If they did, then Morales would be ranked higher because he was coming off of a monsterous streak.

              Why would he be?

              He had just got crushed by Midgeon Sigurat a year earlier. His fight with Hussein was a huge redemption fight, but he didn't get back on the map until after he beat Ledbawa (a year after these rankings were released).
