        Bradley and Alexander are at a level way higher than Khan. Ortiz is slightly better IMO and I would fancy Urango to beat him. So around 5 or 6.

          Underneath Pacquiao.. and behind Bradley, followed by Devon. Devo only has one win, virtually. Khan would have a title, with three big wins. Only Pacquiao and Bradley topple that.

            I'd definitely put him behind Bradley because he's earned the #1 spot, but Alexander only has two old fighters and Urango on his resume. I think beating Kotelnik, Maidana and Malignaggi can match up to that resume. Those are all young and active fighters, even though Kotelnik is just average. If he beats the living **** out of Malignaggi like Cotto did and on top of that KOs him, and then does the same to Maidana then I'd put him ahead of Alexander.

            But Pacquiao needs to get the hell off of that list. He's a WW now and if he defends his titles at 140 against any of these fighters with less than 30 fights on their resume like Bradley, Alexander, Valero, etc then I will lose a lot of respect for him...That's a HUGE step back from what he's been doing.
