the jab is one of the most underrated punches and when used properly you can just control fights a.k.a- wlad klitschko

looking at it historically is too hard too many great jabs too many fighters that I would forget.

Active fighters - Not many go with floyd but he has a tremendous jab when he uses it, just like every other punch he throws. I love cotto's jab, very accurate, strong, and fast...a lot of these lefty guys fighting orthodox have tremendous jabs like cotto, de la hoya, barrera,etc.. Amir khan has a great jab, peeps have mentioned jt, obviously vlad kilt but he has got to show that jab effectively against good fighters, its easy to jab fat slow heavyweights to death, its a shame he wasn't born 10 years earlier cos we would see how good his jab was against a prime lewis, holyfield, bowe, etc.
