One glaring problem with your argument is that everyone is a cheat by this standard because we didn't olympic test anyone. That would make everyone even until now. Now all we can do is olympic style test from here on out and that will tell us who was good befor and who is still good, then we can draw conclusions aboutwho cheated before because there will be a before and after testing.
