Mayweather doesn't throw enough punches to beat Pacquiao

Now I'm a believer that Pacquiao is on steroids, that aside. Pacquiao throws too many punches and is too teancious for Mayweather to beat. Pacquiao will attack attack attack and Mayweather will be ducking and back-pedelling the whole fight. Pacquiao/Mayweather will look like Judah/Mayweather except for the first 3-4 rounds of judah/may would be THE WHOLE FIGHT with Pacquiao.

The only fighter who can win a fight counter punching the whole fight is James Toney.
