Pacquiao is not a natural welterweight.
Pacquiao could easily make 140 still, hell he can still probably make 135 if he wanted.

IMO as of now he is a natural JWW who can compete well against WW opponents. He just gains weight to comply with the requirements to compete at WW where the money is. Pac is a welterweight. He moved up in weight and fought top guys in those divisions. Everyone moves up in weight. Let's not ride his **** cause he did it in a better fashion.

if u go by the weight limit i guess he can be considered a ww because he is within the ww limit but if u compare him to other ww he is not a welter because all fighters from the ww division are more or less jmw and mw
