Yes that is obvious. And it could be that simple. But why?

1. threatened by pac's status as the face of boxing, he aimed at destroying pac's reputation. his father gave him the perfect premise
2. because it is inconceivable for him for a fighter to go up the weight classes and perform as pac did. koing out opponents while Floyd was able to UD most of them.
3. to gain a mental edge over pac
4. to level the playing field
5. to clean out boxing

I'm more inclined to believe the first 3 than the rest but I could understand Floyd's point. I just don't like the way he singled out pac from the rest of his opponents like dlh for example.

So Floyd was supposed to know that Pac would create an accuse catering to his ducking of the Blood Test? Impossible considering Pac created this excuse after Mayweather's proposal, and it was vastly different from his original excuse in which he claimed he lost due to not having Reyes gloves.

Let's be honest-before the Cotto fight,there were a few boxers that thought he may be on PED's.So Floyd's father and uncle think he is on drugs,other boxers suspect it,and other boxers suggest he should just take the tests-yet Manny is still rigid and resistant towards the testing....It would make me su****ious as well and press the testing that much more.
If you were Floyd and all of your family,colleagues,etc had suggested that it is possible that your future opponent is on drugs,wouldn't you ask for them?
