I think there was no 24/7 because it really wouldn't attract many more fans. This fight is for Pac fans, it doesn't really scream out to the casual fan to purchase. You need 2 stars to sell a big ppv and a 24/7 wasn't going to turn Clottey into that. If Clottey could speak English better maybe he could connect with a casual fan and drive the numbers up but he doesn't, it just wouldn't work. Think HBO did the right thing with just a countdown show.
