I mean cotto has more than likely been boxing since he was 15-16 so he knows his body inside and out. He said before the fight, and even to this day that he felt fine. His S&C said the weight wasn't an issue as well as his trainer and whole team. So when posters complain it's really a moot point.

cotto's a stand up guy.....he's not the type of fighter to make excuses, so he's not gonna say he felt "weak" or "weaker" at 145.
Cotto was fine at 145lbs but that's besides the point. I think that particular contract stipulation was brought up to highlight the hypocrisy of a Pacquiao defender slamming Mayweather for "making the rules" or attempting to supercede the commission, when in fact Pacquiao is probably the biggest diva around right now.

The commission doesn't give a FCK about the fighters, all they want to see is a war, to help boost boxing. Hence why they love fighters like Pacman and won't do a damn thing even if he is dirty. Its up to the fighter to protect himself, not some board of old men wanting to see blood dripping from your face in a 15 round duel to the death old school style. Any fighter would agree with that...

Diamond belt unveiled for Pacquiao-Cotto
World Boxing Council officially unveiled its Diamond Belt which will be presented to the winner of the Nov. 14 face-off between Manny Pacquiao and Miguel Cotto.
The unveiling happened Wednesday at the Corona auditorium in Mexico which was led by WBC president Jose Sulaiman who announced that the belt will be for high profile catch weight bouts.
The belt’s components include 18-karat gold plates, 861 diamonds, six rubies, 221 emeralds and 180 Swarovzki crystals all mounted on an Italian Ferrari leather and displays the pictures of both Pacquiao and Cotto as well as the Puerto Rican and Philippine flags.
The idea of presenting a diamond belt came about when Cotto, though agreeing to battle Pacquiao at a catch weight of 145 lb, initially refused to stake his World Boxing Organization (WBO) welterweight belt unless the Filipino reconsiders fighting at 147.
Eventually Cotto gave in to Pacquiao’s demand of staking the WBO title in their catch weight battle. Both combatants also agreed to recognize the diamond belt after the WBC assured no sanction fees will be charged to either fighter.
Cotto wanted this fight at 147 Pounds.
He didnt want his strap on the line and rightfully so, Like he said he won his belt being allowed to weigh the limit.
So they create a belt out the blue for this fight to stick it up Cottos ass.

But, don't sit here and tell me that Cotto was not fine when he clearly said he was. Don't compare it to Oscar when Oscar hadn't fought at WW in years. And, when Cotto weight-in at 146 in his previous fight.
I'll support random blood test if it gets adopted and becomes a standard regulation by boxing commission but if it's dictated by a scared fight, hell NO.
