Neither did Pacquiao ever asked for a 10 million penalty for each pound over the 147 limit before. Floyd accepted that.

Imagine if Floyd had accepted that and when Pacquiao said ok then lets sign, Floyd would back off? This is exactly what the Pacquiao camp did. THEY INITIALLY AGREED WITH THE OLYMPIC STYLE TESTING, IT'S ON VIDEO ROACH SAYING THAT.

Floyd has failed to make a contractual weight before, hence the $10mil penalty. Pac has never ever tested positive for any type of PED's.

Seeing as Pacquiao has a history of coming in overweight, maybe he should have also been subjected to the $10m per pound penalty. Just like Mayweather forwarded himself to also take part in the extra drug testing he proposed.
