Its like putting a club on your car steering wheel. Some one can get that thing off if they really want your car but they risk getting caught cause it may take longer. Also it may not be worth the trouble to do it. I don't think anyone is saying the testing is 100% full-proof but it works as a deterrent and some may not want to risk trying to beat it or going through the trouble.
Going through the trouble of taking the test all together.

I can see your point but you do know that no athlete (atleast no smart one) takes PEDs prior to their season or event because they know they will get caught. Lets say they have random testing all camp long...even up to fight night. Someone could be doping and training to get the benefits, sign a contract to fight a opponent, cycle to get clean, and pass all those test with flying colors. While all of this is happening, they will still have all the benefits from their prior use.

This is one reason why I feel it should be done year round (which may be impossible) for them to be effective. There are so many reasons Floyd's test wont work and why I really think the commissions need to be involved to make them work right.

Clottey does have a history coming over weight

LOL. I think if 24/7 happens to get any footage of the testing and it looks like no big deal then public opinion will pressure Pac. If it comes across as being a minimal inconvenience then it could interesting.

To be fair the standard of the blood and urine testing began when contract negotiations with Pac started. Its not like Manny went into the fight knowing those demands would be made.

As for the weight penalty thing that was a relevant demand because in floyd's last fight he came in over the weight limit; Clottey never did that. And the penalty was there to ensure he would not do it again.

So once again why didnt Pacquiao ask for an enormous, never seen before weight penalty with Clottey like he did with Mayweather?

The guys who have been foolish enough to get caught using in boxing were using in camp though. From what I understand from what Conte has said shane used during conditioning in training camp. He said Shane shot EPO weeks before the fight.

Yeah of course there were testing negotiations from the start. Before Floyd implemented his own testing Policy, and i must admit a well disguised smoke bomb. Bravo to Floyd for finding a way out.
