obviously you havent been watching alot of pacs interviews. this guy understands and can speak english. hes not great at it but he knows english well enough to get his point across, if not, he wouldnt be using words like "implement and alibi"

him and cottos english is pretty close. eventhough you can tell cotto has been slacking when it comes to speaking english and practicing. b/c his english sounds worse today than it did a few years ago, when you could hear he was working hard on learning the language
