Well, firstly smart and intelligent aren't the same thing.
Smart is being alert and resourceful, while intelligent means to apply knowledge and reasoning.
Secondly, your analogy is **** because dumb and ****** are also different; someone who is dumb is unable to speak/form vocal communication, while being ****** is just lacking in intellect.
