If Pac is ducking Floyd he would not agree to negotiate at the first place. Floyd's camp and GBP has been very brutal on the first quarter of their negotiation. They almost accused Pac when he said he doesn't want random blood tests until the day before the fight.
I don't think Pac is ducking Floyd. When he told Floyd "Fight me in the ring where I got to punch back", Floyd said "Random blood test". When Pac told Floyd "Shut your pretty big mouth", Floyd said "Random blood test".

Have you heard Pac saying "I wont fight Shane or anyone out there"? You must also consider that every opponent is chosen first by the trainers and the promoter specially in Pac's case. Other factor will be the record of the opponents on how will it help the status of the fighter. There are so much out there to consider first that's why many fights until now were not made and may not be.
