If Williams can get a fight with someone credible at 147 now, which he's trying to do, and if he beats them in impressive style, then Mosley or Clottey would probably be willing to fight him after that. And if he wins that fight, then any top Welterweight who ducks him would lose a lot of credibility, because they couldn't say he was high risk low reward then like they did the last time - he'd be high risk high reward.
And if they did all duck him, he could just move up again, but he would have exposed the Welterweights as being genuinely too scared of losing to take the fight.
