Floyd was 106 at 16..check his amateur record..he won the golden gloves at the weight..and turned pro almost 4 years later.. a few months shy of 20..

Why hasn't Pacquiao won a title at 154 lbs? After all they were both fighting at 106 lbs. when they were 16.
