Its pretty simple, Pacquiao took on legit hall of famers & succeeded in various weight class & did it all in memorable & spectacular fashion. The two year retirement by floyd when the division he was fighting in was the hottest in boxing really hurt him. He could have easily won this award had he taken on at least one of the main welterweights at the time. A win over either margarito,mosley, cotto, paul williams, would have been enough to win the award. He retired & basically allowed pacquiao to become the global superstar & icon that he is in the sport today.

Losing to a washed up morales......& then beating a washed up morales twice isnt impressive

Beating Berrera the first time, impressive...beating Berrera 3 years later when he is undoubtebly washed up..not impressive

Getting outboxed by Marquez in 2004 and then gettin outboxed 4 years later...not impressive

Fighting the weakest belt holder@135 lbs...not impressive

fighting a drained Oscar who wasnt @ 145lbs in over 8 years...not impressive

Fighting A declined Hatton 2 years AFTER mayweather ko'ed him..not impressive

fighting the WW champ at a catchweight..not impressive

comes down to pacquiao being fighter of the year 3 times and floyd 1 time.

also, floyd's two year absence and not fighting any top ranked welterweight for a long stretch of time hurt him in the end.

If mayweather would have came back a year earlier, or if he would have fought somebody like cotto at WW, he would be fighter of the century w/o question.

after hernandez lost to floyd, he went on like 6 straight win streak...he even beat forbes after that.

Corrales was so weight drained that he fought at 130 again after floyd and he never went to jail.
