Interesting. Pac's only had one win against a ranked welter in Cotto. Floyd I could understand being at least #3 because he was the lineal champ when he retired and nobody beat it from him, but Pac at #1? That doesn't seem right.

Mosley's inactivity for a long while must have affected his ranking as well, but still.

So at worst, the fight will only be for the WBA belt Mosley holds.

They could certainly make a strong case.

Mayweather was lineal champ and never actually lost the title in a fight, and Mosley beat the man (Margarito) who beat the man (Cotto) who was at the top once Mayweather forfeited his lineal reign.

However I wouldn't complain if they waited until matching up the winner of Mosley-Mayweather with the winner of Pacquiao-Clottey before properly restarting the welterweight lineage.

how come Pacquiao be the best welterweight in the world???? he fought Cotto at 145 and cotto lost to Margarito, the guy who Shane Mosley demolished.....that makes Mosley the best in the world by way of elmination

Mayweather is the lineal champ, even though some people might argue Mosley is. Nobody beat Floyd, so how isn't he the lineal champ? This fight is for the lineage period, but The Ring ****ted on Mosley and made Pacquiao the #1 WW. Therefore, no Ring belt.

May is not the lineal champ. He retired and vacated the crown. Just like Joe Gans had to regain the Lightweight title after he vacated it for a short trip to Welter, even though he never lost it in the ring, Floyd has to reseal the deal.

That said, Mosley is (or should be) seen as number one and Floyd, being the last lineal champ, makes this THE fight for the title. For historical backdrop, consider how Ali-Holmes and Louis-Charles each validated the younger man's claim.

Ring's ratings are, IMO, wrong at Welter and Ring isn't the last word on lineage (by a long shot). Beating Cotto in a catchweight bout was not enough to merit #1. Mayweather-Mosley is the thing.
