if one considers attack the best form of defence then it's got to be Pacquiao, you just can't hit him and expect to come away untouched, this makes fighters reluctant to go near him (except Hatton who kept coming lol)

in terms of pure defence (i.e. getting hit less) it's Mayweather but fighters aren't scared to go after him, they're less willing to engage with Pacquiao because they know what's coming
