As Victor Conte has said, PED's are most effective during training. So, the later the cutoff date the better. Floyd wanted to have no cutoff dates obviously because he wants Manny to come clean 100% but Manny did not want them at all. So, Floyd made a compromise and proposed the 14 day cutoff. 24 days is too much. That's almost a month!

You and Conte say 24days is a big window to jump through hoops. What hoops would these be exactly if there is still going to be urine testing every single day after the cutoff date on blood testing?
Conte is literally implying that if someone were to cheat after the cutoff date it would be by taking something that is only detectable in blood testing. If you believe conte's statement then it essentially makes urine testing pointless and useless so why have it at all?Comment
