Would You Let Antonio Margarito Back Into Boxing?

If you were a boxing commision president or judge etc and you had the choice of whether to let margarito back into boxing would you if the following procedures were done?

.His wraps were regularly checked before a fight to make sure no plaster of paris was in them.

.He has to take blood tests etc as well incase he was using any illegal substances.

.A Big fine for his offence which he commited by using Plater of Paris in his wraps
