Roger was referring to Agimat used by Filipinos during the Philippine-American War. Maybe he heard some of the legends or myths in the Philippines but it seems he is inaccurate because an Agimat is not a drug, it is an amulet.

I googled some information Philippine-American War and they did mention it.
