Alot of boxers through out history at some point couldn't make weight. So of course losing 10M because of coming over the WW limit is gonna worse. It's pretty obvious that because Pacquiao agreed to random urine, that he could have also agreed to random blood testing. In the end, there is really no defence for Pacquiao.
