This is a financially strategic move by HBO to choose Pacquiao over Floyd.
I'll break it down.
1- Pacquiao's opponent was announced, Floyd vs Mosley wasn't signed yet. So the only one they could be sure about was Pacquiao's fight.
2- HBO wants to cover BOTH fighters' fights. If HBO chose to cover Mayweather on March 13 for PPV, they're well aware that Top Rank is well in the ability to produce their own PPV on that same night anyway. And if you read around you'd see that Bob Arum was not budging an inch from a March 13 fight for Pacquiao. This means HBO would not get to cover Pacquiao.
3- By choosing Pacquiao, they get to cover him for PPV on March 13, and force the Mayweather camp to strategically move to a different date, which we now know is May 1. This means they can now also cover the May 1 fight with Mayweather vs Mosley as another PPV fight.
