This is the way it works:

1) Bans are not permanent as it will affect advertising revenue. The site wants to show it has hundreds of thousands of members in order to get advertising on board.

Thats why you dont get an IP ban-which would remove a lot of re-regs.

I heard they do IP bans.

Floyd fans have their own computers, so they can change the IP addresses and come back.

Pacquiao fans are sitting in internet cafes, so they can't change the IP address.
