p4p #1 if not Floyd or Manny?

Since so many fans of both fighters have so much criticism of the other....who would be the #1 p4p fighter if it wasn't neither Floyd or Manny?

    Fans of both complain mainly:

Floyd: Ducks elite fighters, picks on smaller fighters, doesn't "test" himself.

Manny: Fights shot/ past prime/ damaged fighters, accused of using PEDs.

So since both obviously have the talent (Floyd) and the resume (Manny), who would be the choice for the #1 p4p fighter out there?

My personal choice would be Paul Williams.....although Martinez was his toughest fight in the last 2 years....he did go up and down in weight and fight whoever was available....Marquez would be a very close 2nd.....

Much as I respect B-Hop....he makes #5.....he schooled Pavlik...but that was expected (I thought so anyway).....unless he fights Dawson / Pascal/ Cloud...or any other young LHW....he goes no higher than #5. IMHO..
