Not necessarily. Pacquiao has business with Floyd and Mosley at welterweight. And Cotto only wants 2 or 3 more fights before retiring. So unless plans screw up for everyone it's probably not going to happen.

I doubt it will go ahead, Cotto might even retire after this one if he wins. Pacman beat his even though Cotto had control the first 2-3 rounds. Retire a champ so many boxers never get to do it.
