I think that Bob Arum didn't want the fight to happen because he knew that manny (his biggest cash cow) would no longer fight after fighting floyd (he's running for a government seat). Arum knew that he could make more money off manny because he has more than just one fight left so he'd rather make some money before making the fight with floyd (which will be the ultimate cash out). Just my take.
