Seriously, Every fighter most specially the upstarts should be scared then. Because the boxing commission that is mandated to protect them isn't capable to do that task.
If multiple random bloodtests and urinetesting leading up to the day of the fight is really the way to go, then institute these changes. In addition, have stiffer penalties and ban actual users from the sport, have testing protocols scientifically validated, make sure it would stand in court and have these tests conducted in a fair transparent manner. The organization conducting the tests should be free from any ties with the boxers of promoters to ensure fair treatment of samples.
Until these are instituted, protection is a personal responsibility. It is the trainors/managers and well as the fighter's responsibility to protect himself from possible harm because of these "undetectable" PEDs - they ultimately have the decision whether to fight or not to fight. Unless mandated by institutions/commissions in the sport, whatever excess conditions stipulated in contracts (like added testing, catchweights, weight ceilings) will again fall under the fighters'/trainors'/managers' responsibility...they also have the right to accept those terms or not.
Mayweather has all the right to say "NO" and protect himself from a smaller guy who he believes uses PEDs, even if he thinks he can beat that guy easily "under any circumstances." Nobody's stopping him from taking other fights. He's free to choose fighters who he perceives to be clean or fighters who would agree to his style of testing. Margarito, Williams, Cotto, Martinez, Bradley...since he's supposed to be boxing's cash cow, any fight with these guys should generate good PPV numbers.
Pacquiao on the otherhand also has all the right to say "NO", but in this case, to Mayweather's excessive conditions. For Pacquiao there will be other fighters out there who would agree to fight him without such add-ons which Pacquiao feels would render him less than 100% on fight night; we don't want an excuse for a loss now do we? If every fighter out there would demand that Pacquiao subjects himself to tests, maybe he wouldn't have a choice but do those tests or be forced to get out of the sport. In fact, if every fighter out there would demand these tests, boxing commissions would not have any choice but to ultimately adopt those testing protocols.
In the end, fans have the right to buy or not to buy these boxer's fights. But people or media doesn't have the right to force these fighters to subject themselves to conditions that would permit them from fighting and being able to protect themselves 100%. Boxing is a dangerous sport.
