Williams probably has a gag order from his manager Al Haymon who also manages Floyd.

Haymon's fighters don't fight each other.

It doesn't matter what PW does, Floyd won't fight him. But Paul should definitely be more vocal about fighting Floyd. Call him out in every interview, and confront him just to see how Floyd reacts and what kind of excuses he'll come up with for not fighting him.
