Pacquiao agreed for blood test right after the fight but why Mayweather still didn't agree?

If Pacquiao wins but tested positive right after the fight, the result would be favorable to Floyd but why he still declined?

Floyd coward....

Floyd thinks a steroid-loaded Pacquiao would kill him.. LOL
