I don't know if he's scared that Pac would lose because Pac's almost at the end of his career and if Arum really just cares about money, he would allow it to happen. He would obviously be making more money against Floyd than with his own fighter, Clottey.

Seems like he was opposed to this fight from the beginning. Maybe its hate for Floyd or maybe its just plain greed. My guess its a little bit of both. I think the thought of putting money in Floyd's pocket makes him sick. I think he would rather make the same money off of Manny with 2-3 fights than give Floyd half of this giant purse.
