why should pac be afraid of foreman?

Pac may be smaller in height and smaller in size but Foreman only has I think like 8 KO's in his career why is he considered too big for Pac when Pac has fought guys his size before but they all fought in a smaller weight? Honestly I think Foreman would be better for Pac as opposed to Foreman?
