Especially After Roach's "anytime,anywhere" to Floyds testing during the Pac/Cotto camp. How could Floyd then use testing as a way out after Roach's statement. Unless Floyd has a crystal ball. Pac ducked Floyd.

Pacquiao doesn't make the rules neither. There are no rules that says your opponent must pay 10 million dollars if he can over the weight limit. Again it was a CONTRACTUAL MATTER, the commissioner didn't decide the split, Gloves size, ect..

Props to Chups, 2nPac, Natas and other Pac fans who said 14 Days is fair.

A 5 or 7-day cutoff would be fair because boxers do not spar in the week before the fight, so the drug testing would not affect preparation. We know it doesn't affect preparation anyway, but Pac and Roach have been using this as one of their many excuses.
