Don't know if anyone has read the story, but Pac is suing everyone and their brother for defamation. If he were juiced (and thats why he declined) he would lose his ass for suing, because he'd lose the case. I think this new announcement by floyd is in reaction to what Arum has said since yesterday. Nobody has mentioned the 14 day offer (even Ellerbe before the mediations he) until now. I wouldn't be surprised if Arum ran his mouth to piss off Floyd so the fight will happen.
