To fight at 147 was not necessary - Cotto was fine at that weight and around that weight, and was his usual dangerous self. Pac wanted it at 147, which IMO is better for Floyd than 154.

Glove is 8 ounces, which you can have at 147.

Nonetheless, Pacquiao's achievements have been freakish and really are not realistic without drugs. Hence, Mayweather had the right to request Olympic-style blood testing. Since there is no problem with it, Pacquiao should have just agreed.
